While the need for low level protective measures will continue, there is now a stated need for certain key installations, persons or equipment to be protected from a higher level of threat. Measures will need to be effective against manual, ballistic or explosive attack or a combination of all three.

The greater the risk from terrorist attack, the more care must be taken. The process of deciding which measures are appropriate involves a careful risk analysis in which the likelihood of an event happening and its consequences.

Great care must be taken to ensure that the measures are appropriate, cost effective and complementary. For example, there is no point in fitting blast resistant windows if the frame and wall are not matched to resist a similar level.
