The greater the risk to a structure from terrorist attack, the more care must be taken in protecting the building facility. The process of deciding which measures are appropriate involves a careful risk analysis in which the likelihood of an event happening and the consequence of that event happening are considered. A vulnerability analysis can then be drawn up to identify those areas of weakness where improvement is needed.

Great care must be taken to ensure that the measures are appropriate, cost effective and complimentary. For example, there is no point in fitting blast resistant windows if the frame and wall are not matched to resist a similar level.
